Closed Captions

Standard

The standard with which Michigan Virtual courses need to comply.

Captions are provided for all prerecorded audio content in synchronized media, except when the media is a media alternative for text and is clearly labeled as such.

Requirements

What exactly do course developers need to include in order to comply with this standard?

Michigan Virtual courses must comply with the following practices related to closed captions:

Captions are similar to dialogue-only subtitles except captions convey not only the content of spoken dialogue but also equivalents for non-dialogue audio information needed to understand the program content, including sound effects, music, laughter, speaker identification, and location.

 

Implementation

How can course developers implement this standard? What is the process for doing so?

If using a video from another source, review to ensure closed captions are present and accurate. Videos missing captions can be submitted to CaptionSync through an iPD Support Request Wrike Request:

  1. Select the “Create” button that can be found in the upper-right-hand corner of any Wrike page. It resembles a plus-icon and is a vibrant shade of green. Alternatively, you may be able to access the Request form from the following link: Wrike Request Form.
  2. Select “Request” from the dropdown menu.
  3. Select “iPD Support Request.” If it is not at the top of the page, you may need to utilize the search function or scroll down to find it.
  4. On the support request page, select “Technology Request” from the dropdown menu at the bottom of the page and enter the date. Select “Next.”
  5. On the Technology Request page, select “Closed Caption/Transcript Request” from the dropdown menu. Select “Next.”
  6. Fill out all of the requested information on the Closed Caption/Transcript Request page. Then, submit the request. You will be informed when your transcript has been created. Add this to the relevant lesson.

If creating a video using a tool (ex. Powtoons) make sure to include closed captions following the WCAG 2.1 guidelines.

Note: Open Captions (sometimes referred to as “burned in” or written on-screen display of dialogue that is always in view and can’t be turned off) should not be used because they do not meet the same accessibility standards as Closed Captions. Open Captions cannot be resized, they cannot be turned on/off, the language can’t be adjusted for learners, etc.
